Dr. Jerome Delli Priscoli, Senior Adviser on international water issues at the U.S. Army Corps of Engineers Institute for Water Resources. He is a skilled mediator and facilitator who is recognized as a world leader in conflict management, water resources, and security.

Dr. Delli Priscoli has worked extensively with the World Bank, UNESCO, WHO, and many other international organizations and has been involved in several multilateral negotiations concerning water resources on every continent.

We ask his opinions on water as a function of development and droughts' and floods' role in affecting development.

He thinks that a country is unlikely to develop if it cannot manage the water peaks of floods and the lows of droughts. Some World Bank studies are cited to illustrate this relationship between water and development.
