This puzzle uses mechanics when a koopa is turned over. When a koopa is turned over, the koopaling will kick the koopa shell over and then jump into the shell. You have to do this twice, the first time to get the koopa shell up top and the second time to get the koopaling up top. The koopaling has to get up top as a green koopaling, otherwise it will not walk off the edige and give you the POW.
