Pakistani Taliban fighters have begun withdrawing from a key northwestern district, where the government deployed extra forces to stop the militants from advancing closer to the capital, Islamabad. But the move into Buner district and continued Taliban control of the nearby Swat valley have raised serious doubts in Washington about the Pakistani government's ability to deal with the militants.
