If you wanna get the Asura summon, you're gonna hve to fight her first. 

This battle is best if you have Rosa at least level 36. At that level, Rosa learns Reflect, and Asura can cast tons of beneficial spells on herself, such as Curaga, Protect and Life. If you have reflect on Asura, they will reflect back at your team.

It isn't impossible to beat her without Reflect, it would most likely just take you longer than usual.
