This puzzle was cheesed since you are able to get both POWs below the muncher as big Mario and not take damage. This allows you to skip some of the puzzle and immediately get the feather. You can then fly with the feather all the way to the end. There was a section below the axe with a spring where you had to destroy the bottom block near the axe, so I think the intended solution was to reach the axe as big Mario instead.
