I personally think Balrog is a solid high tier character but I'm pretty sure this isn't the prevailing opinion. Also I can understand if someone thinks VT1 is way better than VT2 in every matchup, since safe dash punches let you lay on some very solid pressure and damage while VT2 is hard to confirm.
