MIDDLETOWN, Ohio (WKRC) - A report from the Ohio State Highway Patrol says the driver who struck and killed a Rumpke worker appeared to be under the influence of drugs.

David Evans was killed as he worked his route on Central Avenue in Middletown in July.

No charges have been filed. Investigators say they are waiting on the results of blood tests.
