Repel step counter oddity (Pokémon Red/Blue/Yellow)

In Pokémon Red/Blue/Yellow, but not Gold/Silver/Crystal, and possibly not in later generations either, a light press on the d-pad which causes the player character to turn but not walk may still decrease the number of Repel steps left by one each time you turn.

This means that the number of Repel steps can be reduced to zero simply by turning around. However, for unknown reasons rapidly turning around may not always remaining number of Repel steps.

It is not known whether this is a glitch or intended.
