All credit goes to Stythe for solving this puzzle. I was stumped for the longest time, but Stythe figured out it was a glitch puzzle on his stream. There are two glitches used in this puzzle. The first is that going the wrong way through a one way in a clown car causes the game to think Mario is inside a solid wall, and you can clip Mario through walls with the right setup. The second glitch is that you can clip a shell into a solid block if there is a semisolid immediately beneath it. I don't know if these are SMB3 only glitches, or if it works in other styles. Smash boss does hint that something weird is going on in this level by the question marks in the title (he usually has a difficulty rating out of 5 in the title).
