The glitch happens because the game thinks, the bullet bill was the lift from the screen before. There already exists a video of this glitch, but it didn't contain some of the stuff I do in this video here. --------- Update Oct 2016: The BGM between 0:03 and 0:30 has been muted due to a copyright claim by Nintendo.
