NATO Unpopular in Ukraine

Ukrainian leaders are requesting participation in NATO's Membership Action Plan, the first step a country takes to prepare to join the alliance. The move has increased tensions between Kyiv and Moscow. VOA Correspondent Peter Fedynsky reports the tensions may be premature because a majority of Ukrainians oppose NATO membership, and the country does not yet meet alliance standards.
