New Guardians United XP Buff Bugged With Refer A Friend

The new Guardians United Buff should increase experience gains up to level 50 on a linked guardian. This however doesn't work as intended. This shows it not buffing any xp from public events. It also doesn't work against enemies. I can only imagine that this buff is not working as intended.
