(20 Dec 2018) Chile's Constitutional Court on Thursday heard arguments for and against allowing prisoners convicted of crimes against human rights the right to seek conditional freedom to serve out the remainder of their sentences outside prison. Chile's Congress recently voted to allow for human rights prisoners the right to ask for conditional freedom based upon their showing they are truly repentant for their acts and have collaborated with the justice system. Family members of those who disappeared during the 17-year dictatorship of Augusto Pinochet protested the court hearing. The prisoners are former members of Chile's military serving time for crimes they committed during Pinochet's dictatorship. There are currently 120 former members of Chile's military serving out their sentences for crimes committed during the Pinochet years. The government estimates 3,095 were killed during Pinochet's rule, including about 1,200 who disappeared. The total list of people killed, tortured or imprisoned for political reasons during his regime is 40,018, according to the government.
