The location: Wildlife Exploitation Preserve. The mission that you don't want to complete in order to get those midgets re-spawning: "doctor orders" which you get from Tannis in Sanctuary. Do not collect those audio files if you want all the four of the midgets to pop out of their boxes. Here we got three ancient relics out of four midgets, not too bad. All are ancient relics. Loot midgets also randomly drop legendaries.
