An amendment to change the funding source for a new Vikings stadium to personal seat licenses wins key committee approval before the panel advances the bill. The original bill would have given the city of Minneapolis authority to use a downtown sales taxes to finance the construction of football stadium. Rick Olseen, DFL-Harris, sponsored the amendment.
