Senate Bill 1 is a constitutional amendment that would let voters decide whether a legislative panel would be created to develop a process for blocking executive branch regulations found to be deficient. Sen. Gerald Neal (D-Louisville) said the amendment permits a committee of legislators to review, approve, or reject any administrative regulation. He expressed reservations that such a committee could actually negate legislative intent. Neal spoke at the Senate State and Local Government Committee on January 29, 2014.
