Christie Blatchford thinks it sure looks like that, or he's certifiable. Flash back to 2013. In February he announced he may have made a mistake and will repay. In March, using Nigel Wright's money, he writes a cheque to receiver-general and actually repays. In April, caught in an elevator with Global reporter, he says no he hasn't repaid and is waiting for Deloitte to complete the audit. Only inference is that he hoped, say, if Deloitte said he owed $40k he'd get the $50 back. Or he's batshit crazy.
