This is a sort of "filler battle" that certain characters get to take up space in their story mode. I kinda fits for Keiji though. Even gets a brief appearance from Okuni which is pretty rare in this game. The enemies aside from the commander and musou officers are all Raiders, normal enemies with higher HP and stats that drop items as if they were officers. So long as you keep at least one peasant alive, you're fine.
