A 21-year-old Baltimore man who made threats to shoot University of Maryland police officers has been charged, police said. "It was repeated, almost obsessive, comments that, 'I'm gonna kill University of Maryland police officers and make their children orphans,'" said Police Chief David Mitchell, of the UMD Police Department.
