The new year means new deadlines for the Affordable Care Act. After a rough 2013, the Obama administration is hoping all the kinks in the system have been worked out. The State of Delaware is also hopeful all of the kinks have been worked out too. Here to talk about that is Delaware Health and Human Services Secretary Rita Landgraf, she's our First Person this week.
