MOVE OVER LAW - ¿Do People Know or They Just Don't care?

We just had a trailer blow  on I-10 East in Florida. I sat and recorded for about 6 minutes and as you can see some of the cars and trucks do not move over for the broke down truck with the triangles out. Why? I have no idea but that's how people get killed and DOT made it a law to move over for broke down or emergency vehicles. 

How is the person supposed to work on the broke down vehicle when you got cars and trucks flying down by you just two feet away.
