Me doing Portal level 15 with 11 portals.  Still playing with the recording setup; this one looks pretty good.

I think the lowest possible without exploits such as wallclimbing is 8 portals used.  You can shave one off in the tube with the moving platforms and slime, with a difficult shot that requires some swimming.  You can also drop both of the portals in the final room by jumping on a bunch of ledges to the final elevator.
