Dec. 16 (Bloomberg) -- Chris Rupkey, chief financial economist at Bank of Tokyo-Mitsubishi UFJ Ltd., talks with Bloomberg's Mark Crumpton about the Federal Reserve's decision today to keep its benchmark interest rate in a range of zero to 0.25 percent and the outlook for monetary policy.
