Speaking at the EPP's Congress in Marseille on Thursday, President of the European Commission, Jose Manuel Barroso, said that "we need to ensure that there is a budget constituency at EU level, so this is not a Brussels' dictatorship, on the contrary, it is having a shared democratic accountability".
