The Supreme Court could announce its decision next week on the constitutionality of the individual mandate, part of the sweeping healthcare overhaul that requires people to buy individual insurance or face a penalty.   Sections of the law are now in place.  But the mandate and other requirements like fines on companies with 50 workers or more for not providing insurance kick in in 2014.  Local business owners in the Asheville area are typically smaller than 50 employees so the fines won't affect them.  But Insurance experts say all companies will be evaluating whether it's more cost effective to pay the fine and allow workers to join state operated health exchanges, a part of the Affordable Care Act.   By Frank Fraboni
