CSX Q031 stopping at Petersburg

Why would a high priority intermodal make this kind of stop? That's a good question, because I have no idea. I knew another train was lined up, but it took a while to get here. Also there was sunlight blocking my view of the NS signal, so I couldn't tell if it was yellow over red (dead time) or red over red (eastbound on the way), so I assumed it was the latter. I also had the feeling that if an NS really was coming, it could have made it first. Or so I thought. The CSX made it first, but for some reason made a full stop.
