The European Union sharply downgraded its growth outlook for the regions' economies, setting the stage for a renegotiation of deficit targets for some member states. Spain, for example, is now forecast to contract 1% this year, and failure to give it some reprieve from draconian austerity measures could send one of the region's largest troubled economies into a "death spiral" similar to that of Greece, economists say.
