The Baltimore City Fraternal Order of Police tweeted Tuesday night that the police union reached a labor agreement with the city. The three-year deal covers fiscal year 2019 through fiscal year 2021. The agreement includes a big change in the process for police discipline. It calls for two civilians to sit in on disciplinary trial boards, according to the contract proposal the Baltimore FOP recently sent to its members.
