I was traveling home when I noticed that the traffic lights were out at this intersection. As I was the lead Vehicle, when I noticed the Signal lights were out I braked moderately hard as to not run through it. (As required by Law) CVC 21800(d)1. I was stopped for almost 2 seconds and got rear-ended. The "City of Lancaster" worker that was there stated that the light had been out for almost an HOUR. Where were the Stop Signs AND Cones Required when signal Lights are out??? FOR AN HOUR!!!!! I Will be filing a Complaint with the City.
