The most efficient effective use of money and time to help animals isn't to build more shelters. Every shelter you could build would fill with unwanted animals. Why not instead cut off the numbers at the source, by rounding up and fixing owned and feral cats before they reproduce more unwanted cats? It's common sense! Come on! What are we afraid of, using money efficiently? This animal holocaust could end.
