The United Nations Development Programme (UNDP) and the Ministry of Interior have created the program, with 87 scuba-divers receiving specialized rescue training. Romania has suffered some of its worst floods in decades. The 2005-2006 floods killed 107 people and left thousands of homes and acres of farmland and other cultivated areas submerged. The overall losses were estimated at over 2.8 billion USD. In 2006 alone, 16.350 Romanians were evacuated due to flooding and landslides, 1, 357 villages were destroyed, and over 160,960 hectares of farm land was damaged.
