I'm pretty sure this puzzle can be cheesed using magikoopa RNG, but the intended solution involves almost no RNG. Quarry is not the type of puzzle maker to put tedious RNG in his puzzles. This puzzle involves clipping bombs through various objects. The main trick in this puzzle is to clip a bomb up a cannon, much like the well-known Mario cannon clip glitch. This allows access to two more POWs and the rest of the puzzle pretty much falls into place from there.
