The International Committee of the Red Cross and the Syrian Arab Red Crescent were not allowed to enter the Baba Amr district of Homs on March 2nd. On March 1st, the Syrian authorities had authorized the joint team to enter Baba Amr the following day, to respond to the humanitarian needs of the people there.
