According to the title, this puzzle is supposed to be confusing, so who knows if this is cheese or not. I beat this level by separating the magikoopa from the muncher. It was then just a waiting game of the magikoopa spawning in the right place (the cloud below the key) in order to get rid of the noteblock blocking the exit. I didn't even use the 2 springs or the red koopa. I think the intended solution is to somehow get the muncher/magikoopa combo on that same cloud, but I couldn't find a way to do that.
