The Shanghai municipal government says it will provide a level-playing field for foreign companies. This is after Tesla CEO Elon Musk visited Shanghai and signed a deal with the local authorities on Tuesday. The factory, with a planned annual capacity of 500,000 electric cars, will be located in the Lingang Area, along with an electric vehicle R&D center, according to the agreement.
