Thomas Reemer says that the Chinese Government is considering to legalize peer-to-peer filesharing and that they plan to implement watermarking of files released centrally and to monitor popularity of all the works of art on the Internet to then pay the artists through the Government according to their popularity. This plan is being considered by many other Governments around the world instead of letting copyright holders sue teenagers.
