A man and a woman were charged with human trafficking after they forced a 16-year-old girl into prostitution, Howard County police said. Andre Lamar Russell, 28, of Laurel, and Heather Lynn Harding, 23, of Woodbine, were charged with human trafficking of a minor, police said.
