How is someone like Paypal aloud to operate - its clear daylight theft!

Complain to the Financial Ombudsman who have the legal power to order any financial institution (Paypal in my case) to pay up. They don't charge a single penny for their services. When they evaluate the case and decide to go in favour of Paypal, Paypal still has to fork out £360 for each case that the Financial Ombudsman has to deal with irrespective of the outcome... so Paypal tends to sort it out before they get involved.
