i made copies of my painting with photo studio then blurred the water and figures differently in each one using the smudge tool , then with movie maker overlapped each copy with the next . to finish i copied the resulting video and turned the copy into sepia and overlapped it with the original . even with the loss of detail from uploading , theres still a decent shimmering effect
