Testifying for a second day on Capitol Hill, U.S. Treasury Secretary Timothy Geithner defended the Obama administration's massive $ 3.5 trillion dollar budget, saying extraordinary challenges require extraordinary actions. But Geithner also placed blame on the previous administration for leaving behind the worst fiscal crisis in recent American history.
