United Nations, New York, 20 October 2009 - Mr. Manfred Nowak, Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment outlines the main points of his report. He says that the torture remains a global phenomenon, adds that ten million people around the world are detained; comments on the issue of children detainees saying that one million children around the world are in detention despite all conventions and treaties.
