You should only overtake when you are 100% sure that it is safe to do so. In this video the driver could not see round the bend, but was still trying to overtake! The DSA examiner would not expect you to overtake in this situation no matter how long it took for the dustcart to move and you are in a better situation to see oncoming vehicles. I have been on a few tests where for some reason the candidate decides to overtake a bicycle or milk float thinking they will be failed for undue hestistation or not making progress! SAFETY FIRST, if you can see it to be safe, then it is NOT. If the Dustcart had broken down, then that would be a different situation.
