Irregular expenditure in government and state-owned enterprises remains high at R51-billion. 

The amount includes Eskom and Transnet's irregular expenditure of R28.4 billion. 

Auditor-General Kimi Makwetu has released his report on the performance of state-owned enterprises, as well as provincial and national departments.
