The investment made in Ontario has to be important for Ontario, and it needs to create jobs for the citizens or residents of the province -- at least five permanent full time jobs. The investment has to be endorsed by an Ontario ministry other than the Ministry of Citizenship and Immigration, at the Deputy Minister level. The investment has to be at least $3 million, and it has to comply with the Immigration and Refugee Protection Regulations. Under the IRPR, individuals who are nominated because of a capital provision or who engage in immigration linked investment scheme are ineligible for nomination.
