Second day of Afghan elections after violence and chaos of day one

(21 Oct 2018) Parliamentary elections in Afghanistan have entered a second day after delays caused by violence and technical issues. Early on Sunday, there were reports of a roadside bomb killing at at least 11 civilians, including six children, in the eastern Nangarhar province, according to Afghani officials. No one immediately claimed responsibility for the attack. Saturday saw 27 civilians and 11 Afghan security forces killed and more than 100 others wounded in nearly 200 attacks on the first election day across the country. Polling continued on Sunday in 401 voting centers including 45 in Kabul. Polls close at 4 p.m. local time (1130 GMT). The results of the polling will not be released before mid-November and final results will not be out until December. Independent Elections Commission Chairman Abdul Badi Sayat said more than three million people out of 8.8 million registered voters cast their ballots on Saturday. The biggest turnout was in the capital of Kabul and the lowest in the southern Uruzgan province. The first parliamentary elections since 2010 are being held against a backdrop of near-daily attacks by the Taliban, who have seized nearly half the country and have repeatedly refused offers to negotiate with the Kabul government. The US-backed government is rife with corruption, and many Afghans have said they do not expect the elections to be fair.
