This video shows you how to make a car go beyond it's top speed on Midtown Madness 2 if it has NOS. You just press ' T ' while in a game to change the transmission to manual, then press ' Z ' to change it to Neutral, make sure the car is rolling forwards first, or you'll be doing over 300mph in reverse!
