The UN's nuclear agency says North Korea has lifted a ban on international monitors at the country's main nuclear facility. On Sunday, Pyongyang said it would resume dismantling its facility at Yongbyon, now that the US is removing North Korea from the terrorism blacklist. But as VOA's Carolyn Presutti tells us, not everyone is happy.
