Quadruped Robot Servo Issues

I don't understand why does it behave like this (not every time) if I reset power to the controller board. Tried different controllers same issue occurs. Has nothing to do with code. I suspect maybe not enough current? Sometimes it fixes itself after multiple power cycles. Also If disconnect 3 or more servos it starts to work again...
