There are many variables to this question because of all the playing surfaces, but I answer it in this video: Yes, you can play faster on edrums than acoustic. The reason is that the rebound is more pronounced on electronic drum pads than acoustic. Its most noticeable on the toms. But all your drum techniques still apply.
