A Belted Salwar is the one, in which you have a waist belt attached to the wider pleated /gathers of the salwar. A belted salwar is most popular now-a-days as plain salwar. 

But let me tell you that a Plain Salwar is different from a Belted Salwar.

A belted salwar gives a flat appearance on your waist. It saves fabric. Making pleats and gathers is very easy on a belted salwar. Therefore, patiala salwar gives such a enticing appearance.

Plain Salwar used to be liked in older times. Even now, some of the elder women have a preference for a plain salwar rather than a belted salwar.

A plain salwar is made with no pleats. It is cut same as a belted salwar but no belt is attached to it.  

Full length is taken as = full length+1/2" + 1.5" (drawstring casing) +2" bottom fold.

Whereas, in belted salwar, length is taken as = full length - belt length + 1/2" + 1.5" (drawstring casing) +2" bottom fold.

So, pick your preference. Salwar used to be a dress of colder regions but it has become everybody's favorite now. Pair it up with different tops, tunics, kurti, kurta as it's easy to make and comfortable to wear.
